Perinbam argues that the absence of precise information on the Bamako kafu's political status during this period empowered families to manipulate the myths, rituals, and ancestral legends?as well as belief systems?so that their claims to state power appeared incontrovertible. The French, on reaching the region, accepted these representations of power.Although the author's historical data focus mainly on the eighteenth and nineteenth centuries, mythical recountings beyond this historical grid?ranging across approximately one thousand years and including large-scale migrations throughout the West African Sahel?provide insights into the processes by which many of these ethnic identities were subject to reconfiguration and reinvention. Within this historical-mythical matrix, Perinbam offers new insights into the reconstruction of Mande identities, their cultures (material and otherwise), political systems, and various social fields, as well as their past. Instead of rigid ethnic identities?sometimes identified in the historical and anthropological literature as ?Mandingo,? ?Malinke,? or ?Bambara??the author argues that variable ethnographic identities were more often than not mediated in accordance with a number of mythic and historical contingencies, most notably the respective states into which the families were drawn, as well as state formation, maintenance, and renewal, not to mention meaning sensitive to political, generational, and gender challenges. With the arrival of the French in the late nineteenth century and the Mande incorporation into the French colonial state, familial identities once more readjusted.The careful research and original scholarship of Family Identity and the State in the Bamako Kafu make it a significant contribution to the histories of West Africa, the African Diaspora, and the United States.

Un cadre d’analyse faisant défaut jusqu’ici, ce livre propose une approche systémique et l'applique à la zone urbaine et périurbaine de Bamako et à son hinterland rural. La méthode repose sur une analyse des différentes filières d’approvisionnement en terres et identifie, depuis la mise en circulation des terres agricoles pour répondre aux besoins en terrains à usage résidentiel, les changements de tenure et types de transactions qui accompagnent le passage aux terrains urbains, ainsi que les interactions entre les différentes filières. L'analyse montre que l’approvisionnement en terre est à l’origine assurée par la filière coutumière, qui prédomine dans les zones périurbaines, et par la filière publique et parapublique où l’État alloue des terrains à usage d’habitation aux individus ou les cède à des sociétés de promotion foncière et immobilières. Ces filières alimentent la filière privée formelle qui met ensuite sur le marché, à des prix élevés, des parcelles viabilisées avec titre de propriété. Les parcelles peuvent être cédées successivement, avec un degré d'informalité qui dépend de la tenure, de la légalité de la transaction et de son enregistrement. Alors que le développement du marché formel est entravé par des facteurs structurels, le marché foncier informel offre peu de sécurité. Adapté aux revenus moyens et bas, le marché informel attire aussi les acheteurs aisés et introduits auprès de l’administration et du pouvoir politique, et qui peuvent plus facilement obtenir une formalisation de la tenure. Prix des terrains et coûts de transaction élevés, conflits fonciers, procédures de formalisation longues et complexes, et diversité des acteurs se combinent dès lors pour entraver l’accès au foncier des pauvres en milieu urbain.

Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. These actors include not just Malian administrators and politicians but UNESCO, and non-state NGOs. She also delves into the intricacies of heritage politics from the perspective of Malian actors and groups, as producers and receivers--but always highly informed and critically engaged--of international, national and local cultural initiatives.

This text interrogates the variety of ways in which state policies and legal norms have been translated into the set of practical norms which make up real governance in sub-Saharan Africa.
