Détails: This highly original work examines the rise of the urban food planning movement in the Global North and provides insights into the new relationship between cities and food which has started developing over the past decade. It sheds light on cities as new spaces for food system innovation and on food as a tool for sustainable urban development. Drawing insights from the literature on socio-technical transitions, the book presents examples of pioneering urban food planning endeavours from North America and Western Europe (especially the Netherlands and the UK). These are integrated into a single mosaic helping to uncover the conceptual, analytical, design, and organizational innovations emerging at the interface of food and urban policy and planning. The author shows how promising "seeds of transition" to a shared urban food planning agenda are in the making, though the urban food planning niche as a whole still lacks the necessary maturity to lastingly influence mainstream planning practices and the dominant agri-food system regime. Some of the strategic levers to cope with the current instability and limitations of urban food planning and effectively transition it from a marginal novelty to a normalized domain of policy, research, and practice are systematically examined to this end. The conclusions and recommendations put forward have major implications for scholars, activists, and public officials seeking to radically transform the co-evolution of food, cities, and the environment.

Détails: The integration of food into urban planning is a crucial and emerging topic. This volume, a collaboration between the Bartlett Development Planning Unit at UCL and the Food Agricultural Organisation, aims to fill this gap by putting more than 20 city-based experiences in perspective, including studies from Toronto, New York City, Portland and Providence in North America; Milan in Europe and Cape Town in Africa; Belo Horizonte and Lima in South America; and, in Asia, Bangkok and Tokyo. Claims for land access, the right to food, the social benefits of city greening/community conviviality, and insurgent forms of planning, are multiplying within policy, advocacy and academic literature; and are becoming increasingly manifested through the practice of urban gardening. These claims are symptomatic of the way issues of social reproduction intersect with the environment, as well as the fact that urban planning and the production of space remains a crucial point of an ever-evolving debate on equity and justice in the city. Amid a mushrooming over positive literature, this book explores the initiatives of urban gardening critically rather than apologetically. The contributors acknowledge that these initiatives are happening within neoliberal environments, which promote –among other things - urban competition, the dismantling of the welfare state, the erasure of public space and ongoing austerity. These initiatives, thus, can either be manifestation of new forms of solidarity, political agency and citizenship or new tools for enclosure, inequality and exclusion. Former Surgeon General Richard Carmona warned in 2006 that “obesity is the terror within,” going so far as to call it a threat that will “dwarf 9/11.” What doesn’t get mentioned in all this? The fact that the federal government helped create the obesity crisis in the first place—especially where it is strikingly acute, among urban African-American communities. Supersizing Urban America reveals the little-known story of how the U.S. government got into the business of encouraging fast food in inner cities, with unforeseen consequences we are only beginning to understand. Chin Jou begins her story in the late 1960s, when predominantly African-American neighborhoods went from having no fast food chain restaurants to being littered with them. She uncovers the federal policies that have helped to subsidize that expansion, including loan guarantees to fast food franchisees, programs intended to promote minority entrepreneurship, and urban revitalization initiatives. During this time, fast food companies also began to relentlessly market to urban African-American consumers. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. From the earliest developments of agriculture, a major goal has been to attain sufficient foods that provide the energy and the nutrients needed for a healthy, active life. Over time, food production, processing, marketing, and consumption have evolved and become highly complex. The challenges of improving the food system in the 21st century will require systemic approaches that take full account of social, economic, ecological, and evolutionary factors. Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. The overview of the food system and the framework described in this report will be an essential resource for decision makers, researchers, and others to examine the possible impacts of alternative policies or agricultural or food processing practices.
