(ßecause God, the superior being in the Judeo Christian tradition, is generally described as a male, I shall hence forth use the masculine pronoun form for convenience, but I intend no invidious gender distinctions, whether applied to super natural or natural beings.l Theologians, philosophers of religion, and erudite scholars in other disciplines have addressed this and related questions before, but their answers, generally speaking, have not been informed by any systematic or rigorous theory. I believe the mathematical theory of games, which has little to do with the frivolity and playfulness we normally associate with games, provides a powerful tool for clarifying the key theo logical concepts in my central question and drawing out their implications in games played between human and superior beings. I am fully aware that not everybody will agree that omni science, omnipotence, immortality, and incomprehensibility are what I say they are, but I invite them to propose their own defi- Preface viii nitions and derive their own conclusions with the aid of the theory. By endowing these protean concepts with unambiguous meanings, I will try to show how game theory can breathe life into questions that have been dismissed too quickly simply because they are metaphysical-outside the world of experience.

Détails: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

In 1993 Congress enacted a major expansion of the Earned Income Tax Credit for low-income working families. In 1996 Congress passed and the president signed the Personal Responsibility and Work Opportunity Reconciliation Act. This legislation abolished the sixty-year-old Aid to Families with Dependent Children (AFDC) program and replaced it with a block grant program, Temporary Assistance for Needy Families. It contained stiff new work requirements and limits on the length of time people could receive welfare benefits.Dramatic change in AFDC was also occurring piecemeal in the states during these years. States used waivers granted by the federal Department of Health and Human Services to experiment with a variety of welfare strategies, including denial of additional benefits for children born or conceived while a mother received AFDC, work requirements, and time limits on receipt of cash benefits. The pace of change at the state level accelerated after the 1996 federal welfare reform legislation gave states increased leeway to design their programs. Ending Welfare as We Know It analyzes how these changes in the AFDC program came about. In fourteen chapters, R. Kent Weaver addresses three sets of questions about the politics of welfare reform: the dismal history of comprehensive AFDC reform initiatives; the dramatic changes in the welfare reform agenda over the past thirty years; and the reasons why comprehensive welfare reform at the national level succeeded in 1996 after failing in 1995, in 1993–94, and on many previous occasions. Welfare reform raises issues of race, class, and sex that are as difficult and divisive as any in American politics. While broad social and political trends helped to create a historic opening for welfare reform in the late 1990s, dramatic legislation was not inevitable. The interaction of contextual factors with short-term political and policy calculations by President Clinton and congressional Republicans—along with the cascade of repositioning by other policymakers—turned "ending welfare as we know it" from political possibility into policy reality.

Détails: James McGill Buchanan (1919 - 2013) was an American economist best known as a pioneer of public choice theory. A founder of the new Virginia school of political economy, he made extensive contributions to the theory of public finance, constitutional economics, rent-seeking, and the economic analysis of politics. Buchanan's work offered a scientific basis for conservative and libertarian political endeavors such as a constitutional amendment to balance the federal budget. He was awarded the Nobel Prize in Economics in 1986.
