Seuls les chapitres généraux de la première édition ont été gardés, complétés par une conclusion actualisée. Quinze ans plus tard, le défi reste le même : celui de la réduction de la réalité génocidaire, qui hante cette région d’Afrique depuis un demi-siècle, à des « colères populaires spontanées » ou à des « guerres ethniques », c’est-à-dire à des massacres sans responsabilités. L’opinion publique reste souvent attachée à ces clichés, en fonction de préjugés persistants sur une Afrique exotique, « continent des ténèbres » et des « violences ataviques ». Toute une littérature, en France, continue étrangement à jouer de cette ignorance. Jean-Pierre Chrétien, qui a travaillé sur ces pays depuis plus de 40 ans, montre que l’ethnisme relève soit d’une illusion théorique, soit d’une propagande raciste qui, en l’occurrence, débouche sur des pratiques d’exclusion et des massacres de masse. Au Rwanda en 1994, l’éradication des Tutsi, décrits comme des êtres malfaisants d’origine étrangère, visait aussi à neutraliser les démocrates hutu qui s’opposaient au régime en place. Un projet censé être authentique et « populaire » a conduit à justifier (quitte à le nier ensuite) l’élimination radicale de « l’autre », traité en bouc émissaire de calculs politiques à courte vue. Ce livre rappelle que l’impératif de la recherche, en Afrique comme ailleurs, est de décrypter les fausses évidences. Par-delà les cas rwandais et burundais, il permet de penser autrement les rapports complexes qui s’établissent entre mobilisation politique, violence et construction identitaire. Jean-Pierre Chrétien est historien, directeur de recherches émérite au CNRS. Il a publié notamment aux éditions Karthala : L’invention de l’Afrique des Grands Lacs. Migration is one of the oldest adaptation measures of humanity. Indeed, without migration the multitude of civilizations and interactions between them – peaceful and otherwise – would be hard to imagine. The United Nations (UN)-led global dialogue on migration is a clear sign that governments and the specialized UN agencies and bodies have recognized the need to view, govern, manage, and facilitate migration; to mitigate its negative effects; and to capitalize on the positive ones. It is a common expectation among experts that environmentally induced migration will further increase in the decades to come. Hence, next to the political, economic, ethnic, social, financial, humanitarian, and security aspects of migration, the environmental component should urgently be considered in the ongoing international dialogue on migration. This need is also a challenge. Without appropriate scientific knowledge, assessment, definitions, and classifications, the intergovernmental frameworks would not be able to deal with these complex phenomena. The Five-Pronged-Approach as formulated by the United Nations University (UNU) may serve as a framework to identify the additional dimensions of this challenge next to – and actually simultaneously with – the scientific one.
