Chief among these naysayers was the French Count and world-renowned naturalist Georges-Louis Leclerc de Buffon, who wrote that the flora and fauna of America (humans included) were inferior to European specimens. Thomas Jefferson—author of the Declaration of Independence, U.S. president, and ardent naturalist—spent years countering the French conception of American degeneracy. His Notes on Virginia systematically and scientifically dismantled Buffon’s case through a series of tables and equally compelling writing on the nature of his home state. But the book did little to counter the arrogance of the French and hardly satisfied Jefferson’s quest to demonstrate that his young nation was every bit the equal of a well-established Europe. Enter the giant moose. The American moose, which Jefferson claimed was so enormous a European reindeer could walk under it, became the cornerstone of his defense. Convinced that the sight of such a magnificent beast would cause Buffon to revise his claims, Jefferson had the remains of a seven-foot ungulate shipped first class from New Hampshire to Paris. Unfortunately, Buffon died before he could make any revisions to his Histoire Naturelle, but the legend of the moose makes for a fascinating tale about Jefferson’s passion to prove that American nature deserved prestige. Détails: This book contains the proceedings of NATO Advanced Study Institute, 'Underground Storage of Natural Gas - Theory and Practice', which was held at The Middle East Technical University, Ankara, Turkey during 2-10 May 1988. Underground storage is the process which effectively balances a variable demand market with a desirably constant supply provided by pipelines. Storage reservoirs are the unique warehouses designed and developed to provide a ready supply of natural gas in response to high, peak demands during cold weather. The natural' gas is injected into the underground storage environment when the market demand falls below the supply available from the pipeline. It is withdrawn from the storage reservoir to supplement the steady supply provided by the pipelines whenever the demand exceeds the supply. The overall wellbeing of the entire western world in general and of the NATO member count ries in particular depend critically upon having sufficient energy resources. Of over 80 quad Btus of energy consumed each year in the western world, about 30~ comes from natural gas, a figure only exceeded by oil. The technology related to supply and demand of natural gas has been in the focus of long range energy planning during the last decade in Western Europe. In view of recent developments related to natural gas in Europe and Turkey, an "Advanced Study Institute" programme in Turkey on underground storage of natural gas was deemed particularly relevant and timely.

The accounts, it is argued, are a) mutually exclusive and contradictory, and b) metaphysical or magical in essence. Themes of the book include: a discussion of the way we allow physicists to invent things that have no perceivable qualities, on the grounds that they 'must' be there because otherwise their preconceptions are wrong or their sums don't work; that, from a psychological perspective, contemporary theory in particle physics has the same properties as any other act of faith, and the same limitations as belief in God; and that physics has now reached a point at which increasingly physicists research their own psychological constructions rather than anything which is unambiguously 'there' or real. It encourages people to ask basic questions of the type we often use to question the existence of God; such as 'Where is he/it?', 'Show me?', 'Do it then', 'When did it happen?', 'How do you know it exists?', and so on, and suggests that people take a leaf out of Dawkins' text, The God Delusion, but apply it to high-end physics as much as to religious dogma: turning water into wine is a mere conjuring trick compared to producing an entire universe out of nothing.

While those countries have maintained high levels of income per capita, they have performed poorly when going beyond the assessment based on standard income level measures. Resource rich countries in MENA have experienced relatively low and non inclusive economic growth as well as high levels of macroeconomic volatility. Important improvements in health and education have taken place but the quality of the provision of public goods and services remains an important source of concerns. Looking forward we argue that the success of economic reforms in MENA rests on the ability of those countries to invest boldly in building inclusive institutions as well as high levels of human capacity in public administrations.

Détails: To investigate the effects on Papua New Guinea’s economy of substantial liquified natural gas revenues arriving in 2015, we employ a model to examine the macroeconomic effects of a scalingup of natural resource windfall revenues and the implications for a variety of policy responses. The model is a multi-sector dynamic stochastic general equilibrium (DSGE) model, and features components that allow for a detailed study of the effects of both fiscal and monetary policy in response to a positive shock to the mineral resource value of a country. The model contains tradable, non-tradable, and mining sectors, as well as an independent central bank and fiscal authority. We calibrate the model to the current economy of Papua New Guinea and run a suite of policy simulations. We find that macroeconomic effects from a resource boom typically associated with Dutch Disease effects such as a real appreciation and a fall in tradable sector production stem largely from the non-tradable component of government spending. The central bank can offset the real appreciation, but not without crowding out the private sector. A sovereign wealth fund (SWF), combined with a smooth capital spending path, entails the best means of dealing with macroeconomic volatility and maintaining a stable fiscal regime.

Détails: Pacific island countries (PICs) are vulnerable severe natural disasters, especially cyclones, inflicting large losses on their economies. In the aftermath of disasters, PIC governments face revenue losses and spending pressures to address post-disaster relief and recovery efforts. This paper estimates the effects of severe natural disasters on fiscal revenues and expenditure in PICs. These are combined with information on the frequency of large disasters to calculate the rate of budgetary savings needed to build appropriate fiscal buffers. Fiscal buffers provide self-insurance against natural disaster shocks and facilitate quick disbursement for recovery and relief efforts, and protection of spending on essential services and infrastructure. The estimates can provide a benchmark for policymakers, and should be adjusted to take into account other sources of financing, as well as budget risks from less severe as well as more frequent disasters.
