Détails: Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. Malgré une colonne vertébrale bien déglinguée (il y a une page bien serrée sur mes derniers examens cliniques de Juin 2015 annonçant des catastrophes imminentes), je continue à déambuler avec une canne-siège qui me permet des moments de repos et un marron de l'année passée dans ma poche. C'est un remède fort traditionnel que j'avais oublié, alors que, dans mon enfance, tous les villageois un peu courbés vers notre mère terre, possédaient ce précieux talisman qui faisait oublier les douleurs rhumatismales si nombreuses dans nos landes bretonnes parsemées de rochers de granit rose ou grisé. Je suis né dans un petit village du pays gallo de La Mée, au nord du département de Loire Atlantique ; j'ai donc commencé à parler un patois local avec des restes de gallo-romain (le premier français) qui avait supplanté le breton au 10ème siècle avec l'invasion des Angevins dans cette partie de la Bretagne. Même si ce feuilleton est écrit en bon français, je reste attaché aux sonorités particulières et mots conservés de mes premières années et je m'amuse, chaque semaine, à écrire pour le journal « La Mée » de Chateaubriand, un « Hervé au Gallo ». Cela ne fera pas revenir un langage qui meurt avec les derniers villageois âgés mais réjouit les amoureux du folklore ou de l'histoire des langues. Après une vie professionnelle un peu chaotique mais charpentée par la passion de la recherche en tous domaines des sciences humaines (surtout la sociologie), j'ai pris ma retraite dans un village du Sud de la Loire Atlantique, « le vignoble nantais ». Le Pont Bonnet où ma femme est née tourne autour d'une centaine d'habitants dans une commune de 3.000 personnes. Retour donc à un environnement campagnard même si les conditions de vie ou de voisinage ont forcément changées en 80 ans. Les CSP sont plus mélangées (il n'y a plus aucun agriculteur en activité), la pyramide des âges se modifie, la variété des maisons et des bouts de terrain pour le jardin agrémente le paysage mais l'obligation de se respecter, de se parler, de s'entraider, de fêter la proximité par des apéros ou des moments de partage continue. C'est donc tout naturellement que je note dans mon journal les événements de mon quartier, la vie du Village. Même au fond d'un village, les rumeurs du Monde nous parviennent et nous obligent à réagir, à nous adapter ou à critiquer et militer pour une meilleure humanisation de nos environnements proches ou lointains. Impossible donc d'oublier les échos de la région, du pays ou de l'ensemble de la planète, de ne pas commenter, prendre parti, chercher à comprendre, rêver, imaginer un avenir différent pour nos enfants menacés de différents côtés par nos ignorances et nos lâchetés communes. C'est ainsi que très vite s'est imposée la structure de nos feuilles : un billet d'humeur à partir de faits divers et dans des champs très variés mélangeant le proche et le lointain, le politique et l'affectif, l'ordinaire et le surprenant, l'émotion et la réflexion. Après ces quelques lignes déconcertantes, comment oublier de donner des nouvelles de notre terreau qui nous enracine, nous fait vivre, nous nourrit, nous rappelle le mystère de la vie élémentaire et si complexe : nos bêtes et nos plantes, rubrique qui a succédé à Kali, notre chatte et Gribouille, son fils, tous deux disparus. Marie devenue la-grand-mère-universelle, très dernièrement est ma compagne depuis plus de 50 ans et a donc partagé une grande partie de ma vie et de mes aventures, dans le registre de l'action sociale de terrain ; diplômée « travailleuse familiale », elle a la capacité de transformer en amis de la famille tous ceux qu'elle rencontre et avec qui elle prend le temps d'échanger. Détails: This book highlights the role that both infrastructure and governance play in the context of resilience and adaptation to climate variability and change. Eleven case studies analyze in-depth impacts of extreme events in projects, basins and regions in the Arid Americas (Unites States and Mexico), Australia, Brazil, China, Egypt, France, Nepal, Mexico, Pakistan, Turkey and South Africa. They discuss the importance of infrastructure (mainly reservoirs) in adaptation strategies, how planning and management aspects should improve in response to changing climatic, economic, social and environmental situations and what the management, institutional and financial challenges would be for their implementation. Governance aspects (policies, institutions and decision making) and technical and knowledge limitations are a substantial part of the analyses. The case studies argue that reservoirs are essential to build resilience contributing to adaptation to climate variability and change. However, that for them to be effective, they need to be planned and managed within a governance framework that considers long-term perspectives and multi-sector and multi-level actor needs and perspectives.
