Détails: This book, first published in 1984, analyses the critically important Cold War issue of the Soviet national security decision-making process dealing with weapons acquisition, arms control and the application of military force. It conceptualises Soviet decision-making for national security from Stalinist antecedents to 1980s modes, and examines the problems of decision-making concerning weapons development, defence research and development and SALT negotiations. It also focuses on the decision-making processes which led to the use or threatened use of military force in Czechoslovakia (1968), the Middle East (1973) and Afghanistan (1979).

Détails: This book, first published in 1990, examines the nature and causes of the changes to Soviet national security policy under Gorbachev. Changes in leadership and institutional arrangements, economic policy, ideology and military involvement all fostered new patterns of cooperation and competition. Authors look at the historical, economic and cultural contexts of change and proceed to a discussion of change agents, such as modernization, technology and domestic politics. Specific components of foreign and military policy, such as arms control and relations with Western Europe, the Warsaw Pact and the Third World, are also examined.

Détails: Gorbachev: The Man and the System portrays Gorbachev's rise to power and his tenure in office against the background of a period of critical change and development in the Soviet system. The research is primarily based on Soviet materials, supplemented and critically compared with a wide range of Western press and academic studies. Both Zemtsov and Farrar bring to the analysis their own experiences, acquired under different circumstances. Part I focuses on a selected chronology of significant events from Gorbachev's assumption of power in March 1985 to June 1987. The authors examine leadership and personnel changes, the economy, the society, and the arts. Part II takes a look at foreign policies by examining: relations with the United States and the industrialized West; arms control policy; relations with Eastern Europe; relations with the People's Republic of China; and relations with the third world. Part III explores Gorbachev's military policies. Part IV concludes with the authors' assessment of the future. Included in this book are appendices on: changes in the Council of Ministers, Ministers, and Chairmen of State Committees; Politburo and central committee meetings since Gorbachev became General Secretary, through June 1987; and announced changes in the Diplomatic Corps and Foreign Ministry as reported in the Soviet press. The hardcover edition of this book was published in Gorbachev's early years. It thus represents an early assessment, and as such a document of events at the time they occurred. Renewed interest in communism, and in the dissolution of the Soviet Union make this paperback edition timely.

Détails: This book examines Russia’s external security policy under the presidencies of Vladimir Putin, Dmitry Medvedev and beyond. The Russian Federation has developed from a neglected regional power into a self-declared resurgent superpower. Russia’s background in the former Soviet Union as well as close ties with the upcoming new powers of China and India served as spring-boards towards regaining an influential status in the world. Simultaneously, Moscow developed an assertive policy towards the West and unwilling neighbours, culminating in August 2008 in an armed conflict with Georgia. Reviewing this decade of Russian international security policy, this work analyses security documents, military reforms and policy actions towards friends and foes, such as the USA and NATO, to provide an assessment of the future security stance of the Kremlin. This book will be of much interest to students of Russian politics and foreign policy, European politics and Security Studies and IR in general.

Détails: NEW YORK TIMES BESTSELLER Edward Snowden, the man who risked everything to expose the US government’s system of mass surveillance, reveals for the first time the story of his life, including how he helped to build that system and what motivated him to try to bring it down. In 2013, twenty-nine-year-old Edward Snowden shocked the world when he broke with the American intelligence establishment and revealed that the United States government was secretly pursuing the means to collect every single phone call, text message, and email. The result would be an unprecedented system of mass surveillance with the ability to pry into the private lives of every person on earth. Six years later, Snowden reveals for the very first time how he helped to build this system and why he was moved to expose it. Spanning the bucolic Beltway suburbs of his childhood and the clandestine CIA and NSA postings of his adulthood, Permanent Record is the extraordinary account of a bright young man who grew up online—a man who became a spy, a whistleblower, and, in exile, the Internet’s conscience. Written with wit, grace, passion, and an unflinching candor, Permanent Record is a crucial memoir of our digital age and destined to be a classic.

Détails: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.

Détails: If you had the opportunity to probe the future, make strategic choices, and view their consequences before making expensive and irretrievable decisions, wouldn't you take advantage of it? Of course you would. And in a world of asymmetrical conflict, security threats, intense global competition, and economic uncertainty, there is an even higher premium on road-testing plans and strategies--whether they're spearheaded by government organizations, transnational corporations, or emerging megacommunities. Wargaming for Leaders provides a methodology to get at the issues that one leader, no matter how visionary, cannot grasp on his or her own. How? By bringing together the real experts on the topic at hand to wage “cognitive warfare.” Through tapping the collective wisdom surrounding an issue, experts can experience the future in a risk-free environment and find answers to questions that had not been on their radar--often with unexpected and startling results. With examples from the fields of military, corporate, and public policy, three wargaming developers from Booz Allen Hamilton deliver compelling insights on this problem-solving method, including fascinating details on how A large equipment manufacturer determined whether making a merger was strategically right for its business growth, as well as which technology investments it needed to drop A four-star U.S. general tested his war plan for Iraq and uncovered specific fixes that might have prevented a prolonged conflict An increasingly clogged air-traffic system faced a security-versus-convenience issue determined whether military airspace could be used during peak demand periods Wargaming allows organizations of every type and every size to organize information, plot out scenarios, and tap into the collective expertise of participants. The results allow everyone to identify and tackle obstacles, solve problems, and find new ways to innovate and further performance goals. Get ready for the battle of your organizational life--and prepare to reap the spoils of victory.

Détails: America faces a 21st century challenged by military and political competition with the Soviet Union, terrorism in the Third World, and economic competition with Asia and Europe. Our weaknesses are due as much as anything to our lack of strategic vision. We lack effective systems for systematic, long-range planning and an ability to think about long-range agendas for large institutions. This book is a key building block to development of American strategic vision, long-range planning, innovation and thinking about the future. The effort to look at the Air Force experience, to consider a surprise-free future for dealing with the Soviet Union, and to outline the fundamental questions of an introductory model for long-range planning will be helpful to everyone who is concerned about America's defense establishment and about America's future.

Détails: Corruption, fake news, and the "informational autocracy" sustaining Putin in power After fading into the background for many years following the collapse of the Soviet Union, Russia suddenly has emerged as a new threat—at least in the minds of many Westerners. But Western assumptions about Russia, and in particular about political decision-making in Russia, tend to be out of date or just plain wrong. Under the leadership of Vladimir Putin since 2000, Russia is neither a somewhat reduced version of the Soviet Union nor a classic police state. Corruption is prevalent at all levels of government and business, but Russia's leaders pursue broader and more complex goals than one would expect in a typical kleptocracy, such as those in many developing countries. Nor does Russia fit the standard political science model of a "competitive authoritarian" regime; its parliament, political parties, and other political bodies are neither fakes to fool the West nor forums for bargaining among the elites. The result of a two-year collaboration between top Russian experts and Western political scholars, Autocracy explores the complex roles of Russia's presidency, security services, parliament, media and other actors. The authors argue that Putin has created an “informational autocracy,” which relies more on media manipulation than on the comprehensive repression of traditional dictatorships. The fake news, hackers, and trolls that featured in Russia’s foreign policy during the 2016 U.S. presidential election are also favored tools of Putin’s domestic regime—along with internet restrictions, state television, and copious in-house surveys. While these tactics have been successful in the short run, the regime that depends on them already shows signs of age: over-centralization, a narrowing of information flows, and a reliance on informal fixers to bypass the bureaucracy. The regime's challenge will be to continue to block social modernization without undermining the leadership’s own capabilities.

Détails: The book examines the origins, development and contemporary significance of the Soviet doctrine of 'limited sovereignty' ('Brezhnev Doctrine'), with particular reference to the Doctrine's implications for the Soviet Union's relations with Eastern Europe. The author identifies and considers the multiple functions served by the Soviet Union's essentially dualistic or 'bi-axial' approach to sovereignty, which embraces notions derived from both general international law and from Soviet Marxist-Leninist doctrine. The book also includes a comparative analysis of the US 'Monroe Doctrine'. The author argues that, although in the Gorbachev era of 'new thinking', the Soviet doctrine of sovereignty may be developing a 'third axis', Western predictions of the imminent or actual demise of the 'Brezhnev Doctrine' are premature.

Détails: This book examines Israel’s relationship and political decision-making process towards the Occupied Territories from the aftermath of the Six Day War to the Labour Party’s electoral defeat in 1977. The period represents the first decade of Israel’s occupation of the Occupied Territories and the last decade in which the Labour Party was Israel’s most dominant political force. Arguing that the successive Israeli governments headed by the Labour Party lacked a strategic policy towards the Occupied Territories to address the country’s objectives and needs, this book demonstrates the detrimental effect this had on Israel, on the Middle East in general, and on the Palestinian people in particular. In addressing key aspects of decision making pathologies, this book raises issues which remain important features of Israeli politics today and an analysis relevant for political decision making worldwide.

Détails: Seeking adventure, British citizen Alexander Foote fought the Fascists in the Spanish Civil War. Returning home after it ended, discouraged by the result, Foote was recruited into a Soviet network of spies against Nazi Germany. Based in Switzerland, Foote eventually became responsible for maintaining the network and forwarding information to the Centre in Russia. Foote describes for us how the network operated, including codes and secret transmissions, hiding from Swiss and German authorities, recruiting and funding, and eluding double agents. All the while, Foote watches Soviet Russia, presumably an ally to the free nations, become more and more like the Fascists Foote opposes. Eventually captured by Swiss police, Foote is debriefed in Russia, but manages to escape home to Britain after persuading the Soviets to send him on another mission. This is a fascinating story that illuminates a key part of the secret espionage networks undertaken during World War II.

Détails: This open access book focuses on both the theory and practice associated with the tools and approaches for decisionmaking in the face of deep uncertainty. It explores approaches and tools supporting the design of strategic plans under deep uncertainty, and their testing in the real world, including barriers and enablers for their use in practice. The book broadens traditional approaches and tools to include the analysis of actors and networks related to the problem at hand. It also shows how lessons learned in the application process can be used to improve the approaches and tools used in the design process. The book offers guidance in identifying and applying appropriate approaches and tools to design plans, as well as advice on implementing these plans in the real world. For decisionmakers and practitioners, the book includes realistic examples and practical guidelines that should help them understand what decisionmaking under deep uncertainty is and how it may be of assistance to them. Decision Making under Deep Uncertainty: From Theory to Practice is divided into four parts. Part I presents five approaches for designing strategic plans under deep uncertainty: Robust Decision Making, Dynamic Adaptive Planning, Dynamic Adaptive Policy Pathways, Info-Gap Decision Theory, and Engineering Options Analysis. Each approach is worked out in terms of its theoretical foundations, methodological steps to follow when using the approach, latest methodological insights, and challenges for improvement. In Part II, applications of each of these approaches are presented. Based on recent case studies, the practical implications of applying each approach are discussed in depth. Part III focuses on using the approaches and tools in real-world contexts, based on insights from real-world cases. Part IV contains conclusions and a synthesis of the lessons that can be drawn for designing, applying, and implementing strategic plans under deep uncertainty, as well as recommendations for future work. The publication of this book has been funded by the Radboud University, the RAND Corporation, Delft University of Technology, and Deltares.

Détails: Rather than focusing primarily on traditional professional military educ., this analysis examines how educ. has been used as a tool of American power. Four major moments of transformation in the international system are surveyed to illustrate a link between ¿strategic educational capacity,¿ defined as the application of attained knowledge and skills, and national power. An important educational capacity is emerging in the new Minerva program in the DoD and other transformational educational concepts with security applications. Educ. is gaining an increasing interest among American decisionmakers as a strategic component of American power and an essential asset for successful military operations in the new global security environment.
