Détails: Regional Integration in Africa Bridging the North-Sub-Saharan Divide came about as a research project conducted by the Africa Institute of South Africa and examines the North African countries' strategies of involvement in the African continent, and their integration initiatives. The book looks at major issues involving Egypt, Libya, Tunisia, Algeria, Morocco and Mauritania. These countries, in most cases, have been treated as separate from sub-Saharan Africa. However, the historical reality and economic and political interests indicate that the North African countries have been and still are closely connected with the rest of the African continent. Egypt, for example, was one of the leading countries in the African unity movement, and, together with Libya, has contributed to the restructuring of the African continental organisation and the establishment of the African Union. The book consists of two parts. The first part includes five chapters written in English, the second part of the book comprises six chapters written in Arabic.

Détails: The COVID-19 pandemic has, with alarming speed, dealt a heavy blow to an already-weak global economy, which is expected to slide into its deepest recession since the second world war, despite unprecedented policy support. The global recession would be deeper if countries take longer to bring the pandemic under control, if financial stress triggers defaults, or if there are protracted effects on households and firms. Economic disruptions are likely to be more severe and protracted in emerging market and developing economies with larger domestic outbreaks and weaker medical care systems; greater exposure to international spillovers through trade, tourism, and commodity and financial markets; weaker macroeconomic frameworks; and more pervasive informality and poverty. Beyond the current steep economic contraction, the pandemic is likely to leave lasting scars on the global economy by undermining consumer and investor confidence, human capital, and global value chains. Being mostly a reflection of the recent plunge in global energy demand, low oil prices are unlikely to provide much of a boost to global growth in the near term. While policymakers' immediate priorities are to address the health crisis and moderate the short-term economic losses, the likely long-term consequences of the pandemic highlight the need to forcefully undertake comprehensive reform programs to improve the fundamental drivers of economic growth, once the crisis abates. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Growth in emerging market and developing economies is also expected to remain subdued, continuing a decade of disappointing outcomes. A steep and widespread productivity growth slowdown has been underway in these economies since the global financial crisis, despite the largest, fastest, and most broad-based accumulation of debt since the 1970s. In addition, many emerging market and developing economies, including low-income countries, face the challenge of phasing out price controls that impose heavy fiscal cost and dampen investment. These circumstances add urgency to the need to implement measures to rebuild macroeconomic policy space and to undertake reforms to rekindle productivity growth. These efforts need to be supplemented by policies to promote inclusive and sustainable long-term growth and accelerate poverty alleviation. This is the primary lesson found in this book, which is based on the rigorous impact evaluations and country-case study analysis of government-run cash transfer programmes undertaken in eight Sub-Saharan African countries (Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa) evaluated as part of the Transfer Project and From Protection to Production Project. The impact evaluations employed mixed method approaches, including randomized controls trials (RCTs) and non-experimental designs, qualitative methods and village LEWIE-CGE modelling. Evidence presented in the book counteracts concerns around social protection creating dependency showing that unconditional cash transfers lead to a broad range of social and productive impacts, even though they are not tied to any specific behaviour.

Détails: Pan-African banks are expanding rapidly across the continent, creating cross-border networks, and having a systemic presence in the banking sectors of many Sub-Saharan African countries. These banking groups are fostering financial development and economic integration, stimulating competition and efficiency, introducing product innovation and modern management and information systems, and bringing higher skills and expertise to host countries. At the same time, the rise of pan-African banks presents new challenges for regulators and supervisors. As networks expand, new channels for transmission of macro-financial risks and spillovers across home and host countries may emerge. To ensure that the gains from cross border banking are sustained and avoid raising financial stability risks, enhanced cross-border cooperation on regulatory and supervisory oversight is needed, in particular to support effective supervision on a consolidated basis. This paper takes stock of the development of pan-African banking groups; identifies regulatory, supervisory and resolution gaps; and suggests how the IMF can help the authorities address the related challenges.
